Do not retry unrecoverable http calls.

Right now, we have a lot of warnings because of the backend repeatedly trying to create a post whos title already exist.

We need a way to blacklist such posts so that their creation is not retried.

We should also check why this specific incidence is happening, and why app is trying to create this particular proposal's post, when it seems to exists already.
