Update README.md to include git-workhorse setup instructions

The current README.md does not include instructions on how to setup git-workhorse, though the GDK Procfile.example includes a line to run it. To smooth out new developer on-boarding, the instructions should describe what needs to be done, likely in the "Post-installation" section.
